While all teachers can give students coins, thereby adding House Points to the student's House, CritterCoin optionally supports allowing teachers to give points directly to Houses.
As the Admin you can configure if you want to allow teachers to directly adjust House Points.
Go to Houses section and toggle the permission to allow teachers to update House Points.
NOTE: If you want specific teachers to be able to directly adjust House Points, give them Admin permissions and they will be able to do so.
